Sub-project of the Accelerating Promotion of Energy-Saving Lamps Project Convened in Beijing

On November 30, 2011, the kickoff meeting for the "NDRC/China Phase-out of Incandescent Lamps and Accelerating Promotion of Energy-Saving Lamps Project (PILELAMP) Sub-project — Implementation and Monitoring & Evaluation of the Pilot Financing Mechanism for Lighting Energy-Saving Retrofit in Public Institutions" (hereinafter referred to as the sub-project) was held in Beijing. Representatives from the NDRC/China Phase-out of Incandescent Lamps and Accelerating Promotion of Energy-Saving Lamps Project Office, the Energy Management Company Association (EMCA) of China Energy Conservation Association, and several energy service companies attended the meeting.

At the meeting, Lü Fang from the project office introduced the significance, overall situation, and content of the "China Phase-out of Incandescent Lamps and Accelerating Promotion of Energy-Saving Lamps Project," and put forward requirements and expectations for the implementation of this sub-project.

Zhao Ming, Deputy Director and Secretary-General of the Energy Management Company Association (EMCA) of China Energy Conservation Association, introduced the importance of PILELAMP at home and abroad and provided an overview of the sub-project. The meeting also presented the implementation plan of the sub-project and solicited opinions and suggestions from more than ten energy service companies engaged in lighting energy-saving business.

　　The "China Phasing-out Incandescent Lamps and Accelerating Promotion of Energy-saving Lamps" (PILELAMP) cooperation project, jointly carried out by the National Development and Reform Commission, the United Nations Development Programme and the Global Environment Facility, has an implementation period of 2009–2012. The main contents of the project are to study and propose a roadmap and a special plan for phasing out incandescent lamps and promoting energy-saving lamps in China, accelerate the transformation of China's incandescent lamp manufacturers, and promote the widespread use of energy-saving lamps. The overall effect of the project is to achieve cumulative electricity savings of 160–216 billion kWh and reduce CO2 emissions by 175–237 million tons over the 10 years following the end of the project, in order to actively respond to the international community's trend of phasing out incandescent lamps and to promote the development of China's Green Lighting Project. #p#分页标题#e#

　　The sub-project for the implementation, supervision and evaluation of the pilot activity on the financing mechanism for lighting energy-saving renovation in public institutions is conducted under the overall framework of the PILELAMP project. It actively utilizes the market-oriented energy-saving mechanism — Energy Performance Contracting (EPC) — to introduce energy-saving service companies into public institutions (government office buildings, supermarkets/office buildings, hotels/hospitality venues, hospitals and higher education institutions, municipal facilities, etc.) to carry out lighting energy-saving renovation projects, actively promoting the popularization of high-efficiency lighting products and providing practical experience and detailed case studies for public institutions to implement energy-saving renovation projects.
