There will be a mandatory national standard for the control of hazardous substances in lighting products. Are you ready?


Recently, China's field of hazardous substance control for electrical and electronic products has welcomed its first mandatory national standard —"Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" (GB 26572—2025). This standard will be officially implemented on August 1, 2027, and will have a profound impact on the lighting industry.

For lighting enterprises, this is both a strict compliance challenge and an important opportunity for transformation and upgrading. Especially products such as reading and writing task lamps are very likely to be included in the second batch of the compliance management catalog, and enterprises need to prepare in advance.

Three Core Requirements of the New National Standard

1. Clear Limit Requirements

The new standard sets mandatory limit requirements for the content of four heavy metal elements—lead, mercury, cadmium, and hexavalent chromium—as well as six classes of persistent organic pollutants, including polybrominated biphenyls, polybrominated diphenyl ethers, and four types of phthalates, in electrical and electronic products.

This imposes higher requirements on materials used in lighting products, especially LED luminaires, and companies need to reassess the compliance of existing products and supply chains.

2. Clear Labeling Requirements

Ensure that hazardous substance control results are traceable and verifiable through requirements such as labeling, disclosure of hazardous substance information, and retention of technical support documentation.

Enterprises need to use digital technologies such as QR codes or electronic displays for information labeling, enabling consumers to quickly understand hazardous substance information in products when making purchases.

3. Clarify testing requirements

The ten hazardous substance testing methods specified in the standard are consistent with the technical requirements of corresponding international standards, which helps lighting product Export enterprises reduce international trade barriers and enhance international competitiveness.

Implementation date of the new national standard

Implementation Timeline: "2+1" Plan

2-Year Transition Period: Officially implemented from August 1, 2027

This means lighting companies have ample time for technical upgrades and product adjustments, but the transition period is not a waiting period; preparation must start now.

Reading and writing task lamps may be included in the regulatory catalog

It is worth noting that the Ministry of Industry and Information Technology is conducting a comprehensive assessment of the current RoHS control status for 11 types of electronic products that are of public concern and widely used, including smart electronic locks, power banks, and reading/writing task lamps.

This July, the China Lighting Association, together with SAC/TC 224 and its Luminaire Subcommittee, organized a symposium on quality supervision and standard enhancement for reading and writing task lamps. The discussion focused on the necessity and feasibility of including reading and writing task lamps in the "Catalogue for Compliance Management of Restricted Hazardous Substances in Electrical and Electronic Products".

This indicates that reading and writing task lamps are likely to be included in the second batch of products added to the catalogue, and relevant enterprises should attach great importance to this development.

Specific impacts on lighting enterprises

1. Product design needs to be re-evaluated

Lighting companies need to consider hazardous substance restriction requirements from the product design stage, choosing more environmentally friendly materials and processes. In particular, plastic parts, solder, coatings, etc. used in luminaires must comply with new standards.

2. Strengthen supply chain management

Companies need to establish a comprehensive supply chain management system, requiring suppliers to provide test reports on hazardous substances to ensure that raw materials and components meet requirements.

Recommendations for enterprises

1. Plan technical upgrades in advance

Lighting enterprises should initiate product technology upgrades as soon as possible, eliminate materials and processes that do not meet requirements, and switch to more Environmental protection alternatives.

2. Improve the quality management system

Establish a comprehensive control system for hazardous substances, including supplier management, incoming inspection, process control, and finished product testing.

3. Monitor developments in catalog expansion

Closely monitor whether products such as reading and writing desk lamps are included in the compliance management catalog, and adjust product strategies in a timely manner.
