SAC/TC 224 attended the 2021 National Light Industry Standardization Work Conference
7月6日，中国轻工业联合会在京召开2021年全国轻工行业标准化工作会议，会议通报了轻工标准化工作情况，分析了当前标准化工作形势，并部署下一步标准化工作。中国轻工业联合会会长张崇和出席会议并做主旨讲话；国家市场监督管理总局标准技术管理司副司长陈洪俊、工业和信息化部科技司副司长范书建出席会议并致辞；中国轻工业联合会秘书长杜同和，党委常委李玉中、刘素文等出席会议。会议由中国轻工业联合会副会长何烨主持。
Officials from relevant departments of the Standard Technical Management Department of the State Administration for Market Regulation, the Science and Technology Department and the Consumer Goods Industry Department of the Ministry of Industry and Information Technology, heads of various departments of the China Light Industry Federation, directors and secretaries-general of 50 standardization committees and 86 sub-committees in the light industry field, chairpersons of 13 light industry industry associations, main responsible persons of 22 industry associations, and other relevant industry associations, as well as responsible persons for standardization work in key enterprises and institutions, totaling 200 people, attended the conference. Representatives from the National Lighting Electrical Standardization Technical Committee (TC224) and its four subordinate sub-technical committee director units and secretariat units all sent representatives to attend this meeting.

Zhang Chonghe, President of the China Light Industry Council, delivered a keynote speech
In his speech, President Zhang Chonghe pointed out that standardization is a foundational system for modernizing the national governance system and governance capacity, and serves as an important technical support for high-quality development in the light industry. General Secretary Xi Jinping emphasized that standards determine quality: the quality achieved corresponds to the standards set; only high standards yield high quality. The State Administration for Market Regulation, the Ministry of Industry and Information Technology, and other departments have issued a series of regulatory documents, including the "Measures for the Administration of Mandatory Standards" and the "Measures for Standard Development." The General Secretary's directives and the national series of documents provide direction and requirements for our standardization work.
Zhang Chonghe stated that the China Light Industry Council actively organizes light industry industry associations and standardization committees to resolutely implement the decisions and deployments of the Party Central Committee, making standardization work one of the six major initiatives to promote high-quality development in the light industry. During the "13th Five-Year Plan" period, light industry standardization work played a significant role in promoting the transformation and upgrading of the light industry, driving rapid industry development, and meeting people's consumption demands. First, the light industry standardization working mechanism has become more efficient. Second, reforms in light industry standardization work have been deeply advanced. Third, the construction of the light industry standardization system has been continuously improved. Fourth, the internationalization level of light industry standards has continued to rise. Fifth, light industry standards have provided stronger support for development.
Zhang Chonghe emphasized that light industry standards must play a greater role in leading people's better life, leading the construction of a manufacturing power, leading the building of a new development pattern, leading ecological civilization construction, leading the green and low-carbon transformation of the light industry, and leading the carbon peaking and carbon neutrality goals of the light industry. Zhang Chonghe put forward 9 specific requirements for doing well the standardization work in the current and future periods. 1. Strengthen top-level design for standardization work. 2. Strengthen the construction of the light industry standardization system. 3. Strengthen innovation in the standardization working mechanism. 4. Improve consumer product safety standards. 5. Strengthen the construction of light industry group standards. 6. Accelerate the formulation of key special standards. 7. Strengthen the construction of light industry equipment standards. 8. Promote the conversion of scientific and technological achievements into standards. 9. Focus on talent cultivation for light industry standards.

Chen Hongjun, Vice Director of the Standard Technical Management Department of the State Administration for Market Regulation, and Fan Shujian, Vice Director of the Department of Science and Technology of the Ministry of Industry and Information Technology, delivered speeches at the Conference. They highly affirmed the fruitful results achieved in the standardization work of China's light industry during the 13th Five-Year Plan period in terms of regulating product quality safety and guiding the orderly development of the industry. Through the streamlining and integration of mandatory standards, the development of green product standards, intelligent consumer product standards, and after-sales service standardization, a new type of standard supply system has been established, playing an important role in safeguarding and improving the quality of China's light industrial products. It is hoped that light industry standardization work will continue to make new contributions to expanding domestic demand, promoting consumption, upgrading the industry and supply chains, and coping with new international trade situations. Finally, they proposed three suggestions for further enhancing the technical level of light industry standards: first, strengthen top-level design and coordinate the standardization work across the entire industry chain; second, focus on key areas and strive to improve the supply quality of the standard system; third, strengthen open cooperation and deeply participate in global standardization activities.

In his concluding remarks, He Ye stated that leaders from the State Administration for Market Regulation and the Ministry of Industry and Information Technology introduced a series of requirements and main tasks regarding national standards and industry standards, putting forward specific requirements for the construction of light industry standardization institutions, system building, project management, and talent reserves. The speech by Chairman Zhang Chonghe comprehensively summarized the achievements of light industry standardization work during the '13th Five-Year Plan' period, profoundly analyzed the opportunities and challenges facing light industry standardization work, and comprehensively deployed new measures for light industry standardization work during the '14th Five-Year Plan' period, pointing out the direction and providing guidance for us to deepen the construction of light industry standardization. He Ye required that we should continuously improve our standardization capabilities around the 'Four Guides' and 'Nine Tasks' proposed by Chairman Zhang, grasp the standardization work in detail and effectively, go all out to complete all target tasks, and make new and greater contributions to the high-quality development of the light industry and the construction of a strong country in light industry manufacturing.
The Conference also commended advanced collectives in the light industry standardization work of the '13th Five-Year Plan' period, with Du Tonghe reading the commendation decision. Representatives of advanced collectives such as the China Home Appliances Research Institute, the National Furniture Standardization Technical Committee, the National Daily Ceramics Standardization Technical Committee, the National Watch Standardization Technical Committee, and the Beijing Light Industry Product Quality Supervision and Inspection Station No. 1 exchanged experiences.
The conference also reported on the work of light industry standards in the first half of the year, and held special lectures on the pilot action plan for standardized grading of consumer product quality and the construction of a standard system for elderly products. The meeting was highly significant and achieved complete success.
7月5日，到京参加此次会议的全国照明电器标准化技术委员会及下设四个分技术委员会主任单位、秘书处单位的代表先期举行了工作座谈会。TC224主任委员中国照明电器协会理事长陈燕生，TC224秘书处承担单位北京电光源研究所张伟博士，TC224灯具分技术委员会主任单位上海时代之光照明电器检测有限公司总经理陈超中、副总经理杨樾，TC224光辐射测量分技术委员会秘书处承担单位杭州远方光电信息股份有限公司董事长潘建根、所长李倩，TC224电光源及其附件分技术委员会和TC224照明基础分技术委员会秘书处单位国家电光源质量监督检验中心的代表，以及中国照明电器协会执行理事长刘升平、秘书长王卓，中国照明电器协会标准化技术委员会秘书长侯莎出席了会议。大家围绕正在开展的全国性标准化技术委员会考评工作的具体要求，对标委会在业务开展和工作管理方面的重点内容进行了强调，并就如何充分调动企业委员的积极性，发挥中国技术专家的力量，进一步提升TC224在国际标准化工作领域的影响力进行了深入探讨。
